As part of its state-of-good repair program for its network of roads, Halton Region has retained CFA for the detailed design of four consecutive annual resurfacing programs, from 2020 through 2023. Under the 2020 and 2021 programs, 91 lane-kilometres on sixteen road segments were resurfaced/rehabilitated. Under the 2022 and 2023 programs, 65 lane-kilometres on twelve road segments were resurfaced/rehabilitated. The projects included the assessment and design of improvements to asphalt roadways, road signage, guiderail systems, culverts and drainage channels, sidewalks and curbs, pavement markings, AODA compliancy, traffic detection equipment, and updated or new PHM-125 drawings.

CFA was retained by the Regional Municipality of Halton as the prime consultant for the planning, design, and construction administration of the Region’s multi-year Asphalt Resurfacing Programs spanning from 2020 through 2024 and resuming in 2026 through 2027. These programs were part of Halton Region’s ongoing state-of-good-repair initiative to maintain and extend the service life of its regional road network. Over the course of these program years, more than 330 lane-kilometres of roadway were resurfaced or rehabilitated across a mix of urban, suburban, and rural environments.
CFA’s scope of work included geotechnical investigations, preliminary and detailed design, tender preparation, contract administration, construction inspection, and warranty phase services. The projects involved the assessment and design of improvements to asphalt pavements, guiderails, culverts, drainage systems, sidewalks, curbs,pavement markings, and traffic signal infrastructure. Accessibility upgrades were implemented in accordance with AODA standards, and PHM-125 traffic signal drawings were updated or created as required.
Each year’s program required extensive coordination with local municipalities, utility companies, and regulatory agencies. CFA conducted field investigations including pavement coring, borehole drilling, Falling Weight Deflectometer (FWD) and Ground Penetrating Radar (GPR) testing, and chemical analysis in compliance with Ontario Regulation 406/19. Pavement design reports were developed for each roadway segment, providing lifecycle cost analysis and rehabilitation strategies tailored to the Region’s asset management objectives.
CFA also provided full construction phase services, including contract administration, site inspection, materials testing, and quality assurance. Dedicated inspectors were assigned for general works and pavement markings, and CFA supported the Region in contractor performance evaluation, dispute resolution, and warranty inspections. Record drawings and final documentation were completed for each program year.
This long-term assignment demonstrates CFA’s ability to manage complex, multi-phase infrastructure programs across a large and diverse road network, delivering consistent, high-quality engineering services that support long-term asset sustainability.
