With the incorporation of the Boyd Conservation Area into the Provincial Greenbelt system, there would always be a discontinuity on Pine Valley Drive. Consequently this Islington Avenue corridor project was fast tracked in order to meet burgeoning traffic capacity demands. Islington Avenue cut through the middle of the Woodbridge Expansion Area, a 340 hectare block of land residential development site supporting a population of up to 14,000 people that was under development concurrently with the road improvements. Islington Avenue is now 4-laned through the length of the City of Vaughan between Steeles Avenue and Major Mackenzie Drive except through the historic village of Pine Grove.
- Property acquisition for the widening of the right-of-way and associated platform elements

- Assessment of the condition of the existing bridge over Highway 410 and improvements to the guide rail and illumination
- Maintenance of local and emergency traffic and access to property through temporary extended driveways
- Concrete sidewalk and multi-use trail
