In 2013, CFA completed the innovative design and contract administration for the crossing of the Eastern Avenue watermain over the Don Valley Parkway, the Don River, Metrolinx rail tracks, and various gas and oil pipelines in the downtown core of Toronto. Following an analysis of the alignment alternatives, the watermain was attached to the Eastern Avenue Diversion Bridge and East-North Don Valley Parkway Ramp and housed in a specially designed structure attached to the bridge structures. Sections were complete with insulation and heat tracing on the box girder structure. The project required traffic control, closure of the DVP, environmental protection measures and project staging for the duration of construction.

This project involved the feasibility study, environmental assessment, and detailed design for the replacement of an existing 300 mm watermain crossing the Don River and Don Valley Parkway from Eastern Avenue at Bayview Avenue to Sunlight Park Road. The preferred alignment proposed suspending the new watermain from the Eastern Avenue Bridge to improve accessibility and avoid the existing utility bridge. The scope included Class EA (A+) works, engineering surveys, SUE, geotechnical investigations, and detailed design for trenchless crossings under the DVP ramp and existing utilities. Responsibilities also encompassed securing approvals from agencies including TRCA, TTR, Hydro One, and pipeline owners, and developing a risk management plan, traffic staging, and aesthetic cladding design. The assignment covered tender document preparation and construction support services to ensure regulatory compliance, safety, and minimal environmental impact.
